Born in Truro, Carter first worked as an apprentice stationer and by 1861 was a clerk in the copper office. He mainly painted scenes in Cornwall and Scotland, exhibiting his work from 1864 in places such as the Royal Academy, Royal Institute of Painters in Watercolour as well as other leading London Galleries.

In 1879 Carter illustrated ?Peeps into the Haunts and Homes?of Cornwall?. In 1884 he moved to Falmouth before moving to London in 1891. From then he had a number of exhibitions in London, Hampshire, Newlyn and Plymouth. In 1904 Carter visited Holland with a group of artists including Walter Langley. He died in Sennen, Cornwall, aged 71.
