Richardson was born in Falmouth, the son of a sea captain and channel pilot. He studied at South Kensington School of Art and Etaples, and exhibited at the Royal Academy. In 1901 he married Judith Miles in Penzance and the couple lived at 14 Chard Terrace, Falmouth as well as in France and Canada (where he spent the last ten years of his life). He died in Regina, Saskatchewan, Canada. He is a much under-rated British Impressionist, although his work is represented in public galleries in the UK and abroad.
